Senior Legal Consultant 

Xolanay Phomsoupha, also known as Jason, is a common law consultant with extensive experience in several prominent common law jurisdictions, including Australia and the United Kingdom. Formerly based in London, Jason has since become a founding member of Phomsoupha & Son Law.

Before joining our firm, Jason served as an assistant legal consultant at Sivath and Association, providing support to the top-tier senior legal consultants and lawyers. He now leads and co-leads teams of legal consultants on significant hydropower projects in Lao PDR. These projects include the Don Sahong Hydropower Project, Nam Thuen 1 Hydropower Project, Sekong 4A/4B Hydropower Project, Hongsa Coal-Fired Power Plant, Nam Phak Hydropower Project, Pakbeng Hydropower Project, Nam Thuen 2 – Solar Power Project, Xekaman 3 Hydropower Project and Nam Ngiep 1 Hydropower Project.

Jason’s responsibilities encompass drafting and negotiating project documents with all stakeholders. These documents range from concession agreements and annexes to power purchase agreements, shareholder agreements, credit facility agreements, and land lease agreements. He also specialises in conducting regulatory reviews and compliance, and due diligence.

In addition to his project work, Jason is a corporate legal expert with a focus on company incorporation and corporate restructuring. He recently advised the incorporation of the Nam Chaine Power Company Limited. He notably led a legal team in the corporate restructuring of Anousith Express, one of the largest logistics companies in Lao PDR.

Jason also provides advisory services on commercial and employment matters to several notable state-owned enterprises, public companies and international non-governmental organisations. His clients include World Vision International (WVI), Luxembourg Development Cooperation Agency (LuxDev), Electricite du Laos (EDL), EDL-Generation Public Company (EDL-Gen), and Lao Holding State Enterprise (LHSE).
